Competition in the Electricity Industry and Its Legal and Policy Implications Open Access

This paper examines the present state of competition in the electricity industry and its impact upon federal procurement from a legal and policy perspective. As briefly highlighted below in Chapter II, disequilibrium has been brewing in the industry over the past 30 years, pushing the industry away from federal and state regulation into the beginnings of competition. Competition has undeniable advantages for federal procurement, as examined in Chapter III. But, it will require a departure from the traditional industry regulatory formula, which is outlined in Chapter IV.
