Abstract of ThesisEuropean Union Public Diplomacy: The Need for a New FrameThis paper presents a new approach to looking at the EU and thereby a solution to the struggles of its public diplomacy to keep the EU at the forefront of foreign publics. The rhetoric that the EU lacks one voice does not apply because it is based on the assumption that the EU is a nation-state. Instead, the EU is a supranational institution, unlike any other international entity. EU public diplomacy needs to promote this new frame through which to view the EU by educating publics about the EU's unique structure and attributes, which are always improving and evolving and make the EU a global leader in innovative international governance.
