Redefining Spaces: Strategic Optimization of Federal Office Environments in the Era of Hybrid Work

The COVID-19 pandemic has fundamentally transformed federal office spaces, driving the need for adaptations to remote and hybrid work models. This praxis, "Redefining Spaces: Strategic Optimization of Federal Office Environments in the Era of Hybrid Work," develops an optimization model aimed at mitigating the underutilization of physical spaces while meeting the evolving needs of the federal workforce. The study examines the historical evolution of office space management, the impacts of remote work, and the shift toward flexible environments, highlighting the fiscal and operational challenges and opportunities for federal agencies.A decision-support tool employing data-driven methods is introduced to transform underutilized spaces into efficient coworking areas, with the goal of improving space utilization, enhancing fiscal management, and adapting to workforce changes. The methodology outlines the tool's design, data collection, and analytical techniques, ensuring a reliable approach to workspace optimization. Key findings from scenario analyses and hypothesis evaluations indicate that optimized utilization of square footage and higher daily occupancy rates directly correlate with significant cost savings. Strategic reallocation of employees and the closure of underutilized buildings enhance overall building utilization and cost efficiency. The study also demonstrates the predictive power of the optimization model in forecasting cost savings under different hybrid work scenarios. This research enriches academic discourse and offers practical insights for policymakers and federal agency leaders, advocating for strategic office space redesign aligned with modern work efficiency and fiscal responsibility. The findings underscore the importance of data-driven decision-making in creating efficient, flexible, and cost-effective office environments.
