Role Of Fiscal Institutions On Budgets And Growth: Evidence From The United States

Are fiscal institutions effective or restrictive in influencing states’ budget? This dissertation contributes towards a growing literature that explores fiscal institutionary influence on the state and national budget, using states’ balanced budget requirements, gubernatorial line item veto, and political landscape. My research consists of: (1) understanding the influence of budgets through unanticipated fiscal shocks given balanced budget requirements, rainy day funds, and stringency of use; (2) (coauthored with Dr. Reingewertz) estimates the influence of gubernatorial line item veto on state spending, revenues, and fiscal balances; (3) examines how political composition may alter the growth rate of national spending and revenue, in addition to their primary components. The results obtained show that strict rules may generate differences in behavior between states but weak rules and influence of political parties may be overstated in their influence.
