A Strategic Checklist for Securing Federal Courthouses

Federal courthouses are a critical infrastructure for the United States justice system, a cornerstone for our democracy. As one of the pillars of our democratic society, these facilities are vulnerable to various and evolving threats
however, the current security posture remains fragmented and reactive. This praxis develops a systems engineering-based prototype checklist that leverages incident data with cross-sector best practices that align with stakeholder responsibilities. The praxis drew from 1,273 incident reports generated from the Southern District of New York between 2013 and 2024, identifying vulnerabilities rooted in systemic gaps, particularly in communication, role clarity, and procedural consistency. Using root cause analysis methods, the highlights the compounding nature of the underlying weakness in these reports. Through this process, a prototype checklist was developed to enhance the resilience of these facilities through integrated insights from sectors such as aviation and healthcare. This checklist is a proactive tool that institutionalizes accountability, standardizes operational procedures, and supports decision-making. The ultimate objective of the praxis was to demonstrate how a data-driven checklist can significantly reduce the impact and likelihood of disruptive incidents while strengthening the public’s trust in the federal judiciary.
