A Qualitative Study of Congressional Policies and Federal Regulatory Frameworks

With the expansion of artificial intelligence (AI) in healthcare, the nation is at a precipice moment in American healthcare. Historically marginalized people are often bereft of high-tech care, and, often, algorithmic data outputs do not work optimally across every community. Healthcare AI can become the next hopeful frontier into a more equitable healthcare experience across all historically medically marginalized communities, or, the next and, perhaps greatest, perpetrator of health inequities, to date. Through the methodological approaches of historical narrative, case studies, and semi-structured interviews with AI stakeholders in Congress, federal agencies, and healthcare providers and patients, this first-of-its-kind research evaluates to what extent the nation’s healthcare policy and regulatory institutions, actors, networks, contexts, events, and voices are aiding the equitable nature of healthcare AI in policy and regulatory building processes.
