Risk Identification in the NASA Project Life Cycle: Selecting the Most Effective Risk Identification Techniques

Unidentified risks in the National Aeronautics and Space Administration (NASA) project life cycle can negatively impact project performance, contributing to 27.6% cost growth and average of 13 months delay. The process of comprehensively identifying possible risk events that can affect a project involve the systematic practice of risk identification techniques (RIDTs). There are many RIDTs available to aerospace industry practitioners, but currently there is no methodology or procedures to guide RIDT selection. This research expands on the Marle and Gidel (2014) generic multi-criteria decision-making (MCDM) methodology to select RIDTs using organization maturity and RIDT preference criteria by including criteria relevant for RIDT selection at NASA: system maturity, project complexity and efficiency criteria. The application of statistical techniques to risk identification effectiveness metrics, project cost and schedule growth data and practiced risk identification techniques from 31 NASA projects, provides strong arguments supporting the validation of the RIDT-selection MCDM methodology. Aerospace industry practitioners can use the methodology to systematically select RIDTs for their project, promoting risk identification effectiveness and project performance throughout the life cycle.
