A Project-Oriented Model-Based Systems Engineering (MBSE) Approach for Naval Decision Support

Systems engineering projects in the Navy require the use of a singular engineeringmethod that lacks tailorability, and while this method works for large scale projects, it has also caused small-scale projects (those with less than 1000 function points) implementing MBSE to fall behind schedule in the technology maturation phase. This study describes the design and implementation of a Decision Support Tool (DST), which fills the gap in guidance while improving schedule performance for small-scale MBSE projects. Using this specific DST, the Navy can input a set of parameters, and the DST will generate a recommended approach to include the optimal modeling tools, language, framework, and method to be applied in the technology maturation phase.Results indicate that implementing the DST described in this study removed theoriginal schedule slip in the technology maturation phase. This allows for the benefits of MBSE to be explored without negative schedule impact. Ultimately, this research resulted in a measurable benefit to the projects that implemented the specifically designed approach, and proves that given certain flexibility and guidance, small projects can successfully implement MBSE in a matter that is repeatable without negative schedule risk.
