A GEOSPATIAL DATA MANAGEMENT FRAMEWORK FOR HUMANITARIAN RESPONSE
Open AccessDespite the best efforts of international humanitarian responders, the "coordination" aspect of international emergency response is tenuous at best. An effectual response is contingent upon the quality and timeliness of information provided to both the decision making and coordinating functions; conditions that are hard to guarantee in the urgent climate of the response effort. Sub-standard, inconsistent information can lead to poorly informed decisions; and subsequently, inadequate response activities. This research focused on how the application of geospatial technology can improve the information management workflow, and ultimately contribute to a more effective response. Integral to this research was the development of a comprehensive geospatial framework for the collection, management, analysis and communication of geographically referenced assessment information. The framework was designed for implementation at the data collection stage; as a GIS data model, with corresponding data collection tools (such as: mobile data collection app). The geospatial framework and corresponding data model were critiqued by a group of subject matter experts in the fields of humanitarian information management and geographical information systems. The adoption of a standardized system of data collection, management, and processing, such as the framework presented in this research, could facilitate the collection and sharing of information between agencies that share similar goals, unleash the power of GIS for humanitarian decision-making.
