Predictive Model Assessment for Improving Patient Care and Healthcare Resources at Department of Veterans Affairs

This research studies healthcare management at the U.S Department of Veterans Affairs (VA), analyzing individual systems and integrating them with unique factors such as genetic data to improve patient care. The study proposes a framework with the inclusion of genetic data and guidelines available to the clinical decision maker. Predictive analytics is used as a methodology to predict patients at high risk for preventable adverse events (PAE). Utilization of healthcare resources indicated by follow up visits is predicted by inclusion of genetic data. The idea is to reduce burden of operational care and make the treatment decision optimized for patient experience. The findings of this study will be used by the clinicians at the VA to make informed decisions guided by pharmacogenomics (genetic attributes affecting response to treatment) and improve patient and operational care efficiency. Literature review promotes patient-centered care, for which quality improvement and process management are key components. The healthcare industry is different from other industries with respect to its need for personalized human experience, which requires interdisciplinary work with systems management and engineering components. Engineering Management is an interdisciplinary area that is well suited for this application as it integrates scientific, engineering and management knowledge (Elia et al., 2021). Fragmented individual systems without genetic guidelines are utilized for chronic disease care (Tolk et al., 2015, p.3) at the VA, leading to unoptimized patient care (Carstens et al., 2009, p.6). Systems are fragmented, and the availability of resources to enable the right decision-making is piece meal. Guidelines may exist but are not integrated into a tightly coupled management framework. Treatment outcomes often reflect poor decision-making and create additional burden of care. A tightly integrated management framework that includes genetic guidelines for facilitating meaningful interpretation is required by the VA clinicians to improve patient care. This framework will integrate individual systems to effectively interact with each other and facilitate meaningful interpretation and decision making which happens often times under conflicting criterion in healthcare (Ravindran & Sadagopan., 1987).
