Improving Cloud instance Upgrade Process of Federal Software Systems for Operational Cost Reduction
Open AccessA portion of United States Citizenship and Immigration Services (USCIS) software applications hosted on Amazon Web Services instances require regular upgrades with ever-increasing operational costs. The USCIS currently employs a strategy to upgrade instances on an individual application basis which results in some Amazon Web Service instances being underutilized. This research introduces an approach to optimize operational cost of Amazon Web Services instance’s upgrade process in USCIS. A cost optimization model, based on an integer linear programming, is introduced for both Amazon Web Services (AWS) application server and database server instances. The cost optimization model uses Amazon Web Service cloud instances infrastructure performance metrics obtained from third party vendors; and proposes a new set of AWS instances that meet or exceed the resource requirements of software systems. Current cost optimization models are limited to mapping a single Amazon Web Services source instance to a single destination instance in the upgrade process. The proposed model provides a novel approach for mapping multiple Amazon Web Services source instances to a single Amazon Web Services destination instance, as well as an option to map a single Amazon Web Services source instance to multiple Amazon Web Services destination instances. Findings indicate that using this novel approach will result in over 50% Amazon Web Service Instance cost reduction over a 3-month time period. This upgrade process can be used by cloud engineers and managers to reduce Amazon Web Services instances operational cost.
