An Analysis of the Coordinated Implementation of Digitally-Aided Close Air Support: An Integrated Systems Engineering and Test & Evaluation (T&E) Approach Open Access

“The rise of systems of systems (SoS), increasingly prevalent fiscal constraints, and the continued difficulty for the armed services to deliver interoperable solutions for the SoS environment, highlights the need for a new approach that addresses end-to-end functionality, prioritized requirements, and early and iterative testing & evaluation (T&E;) of the constituent systems. The complexity of the SoS interoperability problem requires an approach that simultaneously addresses the challenges of system integration, evolution, and T&E; in the SoS environment. The use of an integrated systemsengineering and test & evaluation (ISET&E;) approach has been identified as a potential methodology to address these interconnected challenges. This paper examines the ISET&E; approach used by the Coordinated Implementation (CI) of Digitally-Aided Close Air Support (DACAS) SoS, a joint U.S. and multinational effort delivering prioritized, interoperable digital-close air support (CAS) capabilities. The research includes the results of a ten-nation, 73-respondent survey examining the pre and post-CI SoS, confirming statistically significant improvements impacting SoS interoperability.” (Ott, 2016)
