Improving Command & Control, Intelligence, Surveillance, and Reconnaissance Aircraft Availability Rates via Kijima Type Generalized Renewal Processes
Open AccessThe United States Air Force’s fleet of Boeing 707/C-135 derived Command & Control, Intelligence, Surveillance, and Reconnaissance aircraft are operating at reduced availability levels compared to both the rest of the Combat Air Force and its civilian counterparts. This Praxis proposes that present Maintenance Group procedures are ineffective at countering diminishing rates seen in aircraft usage and component fatigue. With the use of multiple Stepwise Regressions on chronicled measurements, the results indicate that new procedures will enable reaching of up to 60% of all measurements influencing aircraft availability. This Praxis also proposes that only certain major systems onboard the aircraft cause the majority of total failures common throughout the fleet. The usage of Historical and Expected Failure Analyses in combination with a Failure Criticality Index Analysis concludes that 5 of 71 cataloged systems are found to contribute significantly to aircraft failures common across 11 aircraft types. Finally, this Praxis proposes the use of a Kijima Type Generalized Renewal Process on the uncovered systems and compares the results against both the historically extrapolated Inherent and Achieved availability rates due to their maintenance centric viewpoints. The outcome of this Praxis provides a method that demonstrates improvements made to aircraft availability utilizing Kijima models that will allow for improved and sustained operational use of the fleet as current Department of Defense policy is requesting.
