Acquisition Support as a Federal Contractor and How to Navigate the Changing Inherently Governmental Functions, Organizational Conflict of Interest and Personal Conflict of Interest Rules
Open AccessThere is a growing gap between declining federal acquisition capabilities and procurement requirements. Federal agencies should be allowed to address this shortfall by continuing to contract for acquisition support services. To protect the government`s interest, the OFPP and FAR Council are updating the FAR so that OCI and PCI regulations flow to prime contractors, contractor employees, subcontractors, and their affiliates. Contractors that provide acquisition support should incorporate these changes into their ethics and compliance systems for OCI and PCI avoidance. This thesis discusses how a contractor should meet the requirements of the new OCI and PCI rules.
