Exploring Expert and Stakeholders Beliefs on the Role, Evolution, and Future of the Advisory Committee on Immunization Practices

Findings from this analysis underscore the pivotal role the ACIP plays in shaping US vaccine policies, emphasizing the necessity for greater guidance in the midst of increasing and evolving immunizations that will significantly change future markets. Furthermore, findings highlight the complexities which result from authority delegated to a committee of scientific experts making recommendations that inform coverage determinations and influence access.
Background
In-depth interviews were conducted among experts who were well-versed in the procedural history and role of the ACIP, including former voting members, committee Chairpersons and CDC staff. Data were organized and qualitatively assessed in NVivo using thematic analysis. Findings
Participants indicated that the ACIP’s procedures would be applicable and effective for recommendation development of novel vaccines, but discussed others issues at play, such as cost and acceptable use. Because ACIP recommendations are linked to statutory cost-sharing applicable to preventive services benefits, scientific and clinical experts are essentially responsible for product coverage determinations. Participant feedback was leveraged for the proposal and development of 14 high-level recommendations to improve committee decision-making, prioritized by their likely impact and ease of implementation.
