Constructing a Geographic Perspective: Using GIS to Understand Patterns of Infrastructure Development under Neoliberal Policies in Windsor, OntarioThis thesis explores the uneven development of infrastructure in the City of Windsor, Ontario Through the use of a spatio-temporal clustering analysis spatial patterns of Windsor’s infrastructure issues are analyzed and visualized. A multinomial regression model is then used to compare these spatial patterns against the socio-economic indicator of median household income. Through these empirical analyses, discoveries of potential inequities and social injustices in terms of resident’s access to maintained infrastructure are realized. This thesis then considers how neoliberal policies may provide a reason for this inequity. The results produce a space for critical analysis into the impacts of policy decisions under neoliberalism to be pursued in the future, and offer lessons in how GIS can be used to potentially improve the decision-making process.Keywords: spatial analysis, GIS, infrastructure, social inequity, neoliberalism, Windsor, Ontario
