    Description: The concept of India as a rising power has become almost commonplace. Yet systematic studies of India’s emerging global role are rare. C. Raja Mohan, one of India’s most prolific and respected foreign policy analysts, provided a skillful analysis of India’s shift from leader of the third world to a rising power and its future as a possible great power. In his lecture, “Rising India’s Great Power Burden,” he looked at changes in India’s self-perception, goals, and the mismatch between its ambitions to be a regional and world leader and its limited resources that has long persisted.

    Description: Given President Barack Obama’s Southeast Asian ties and his visit to Asia, Amitav Acharya, in a lecture at the Sigur Center for Asian Studies, discussed Southeast Asian perspectives of Obama. His analysis incorporates discussions from both official and non-official sectors of Indonesia, Malaysia, Singapore, and Thailand. More specifically, Acharya examines two questions: 1. How do Southeast Asians view Obama as a person and as a president? 2. How has Obama’s election been viewed; how has it affected domestic politics in Southeast Asia?

    Description: In the year that has passed since the inauguration of Ma Ying-jeou as president of Taiwan, cross-Strait relations have undergone rapid changes which have stirred debate in both Taiwan and the United States. The Ma administration has pursued policies to increase political and economic interaction with the mainland, resulting in a relaxation of cross-Strait tensions. One result of this is that Taiwan is taking part in the World Health Organization meetings in Geneva for the first time, albeit under observer status. At the same time, the context of these changes is unique. It is the one-year anniversary of President Ma's administration and the 100-day anniversary of Barack Obama's administration. It is also the 30-year anniversary of the Taiwan Relations Act. In this context, policymakers are examining the state of U.S.-Taiwan relations in order to assess the current situation and possibilities for the future.

    Description: As the influence of the People’s Republic of China in world affairs has grown over the past few decades, one of the more recent manifestations of this trend to draw the attention of scholars and policy makers is the expanding relationship between China and Latin America. China’s interest in Latin America has increased substantially. Diplomatic ties have been evolving as well. Both President Hu Jintao and Vice President Xi Jinping toured Latin America in 2008, and lower profile inter-party exchanges have occurred with increasing frequency.

    Description: Pakistan continues to be of concern to the international community. Recently the Biden-Lugar Committee proposed an investment of seven billion dollars over the next five years to improve social services as part of the overall strategy to help stabilize Pakistan. While this effort is much needed, what is also needed is a redesign of how this assistance is programmed and the way activities are implemented. Without the redesign of programs it is likely that this infusion of funds will be wasted, as has been much of the donor assistance provided in earlier decades.

    Description: Taiwan, though politically limited in the international arena, is an important actor in the world economy. In 2006 Taiwan was the 16th largest exporter and importer in the World Trade Organization. Its role in manufacturing semiconductors and other critical high tech products gives Taiwan leverage over the global supply chain. Due to its favorable balance of trade and high savings rate, Taiwan has become an important donor of international aid and a powerful investor. As it moved up the global supply chain from labor intensive to capital intensive industries, it has sought comparative advantages and used investment abroad to relocate labor intensive elements of production. This process has led Taiwan to become China’s largest source of foreign direct investment. All three speakers at this Sigur Center Roundtable held on October 22, 2008 were in agreement on these major issues, but elaborated on different points.
